Fits very tight in the bust

"Lovely shirt and quality. I am disappointed that the other 2 tops I ordered in medium were fine, but this shirt in medium is too small and very tight. Given the size guide measurements this shirt should fit me. I would appreciate if a medium swim shirt fits the same as a medium swim bra or high tide swim shirt. I have to pay 20. 00 to send it back; if a large is still too small, do I have to pay another 20. 00 return fee?"
